Over five school years, All Thrive Partners has partnered with Chelsea leaders, teachers, and student support staff on a comprehensive school climate reform model centered on addressing discipline disparities and implementing MTSS. The work includes sustained professional learning supporting a standardized disciplinary response framework, restorative intervention protocols, Tier 1 classroom practices, and case management infrastructure for Tier 2 and Tier 3 student needs. The results below show the impact of this partnership in the data and in the words of the people doing the work.

Chelsea Public Schools is one of the most linguistically and culturally complex districts in New England: 89% Latino/a enrollment, 50% English learners, 84% low-income.
Across 12 professional learning sessions in SY 25-26, 306 Chelsea school leaders, teachers, counselors, and social workers rated their experience. Results were consistent across every audience group and every delivery format. Participants across all three groups confirmed that specific knowledge and capacity targets were met. Between 95% and 100% reported achieving each session's learning objectives.

The Chelsea partnership reflects the full scope of All Thrive Partners' school climate and discipline reform work: a sustained, layered engagement, not a one-time training. Services spanned school leader professional learning, teacher cohorts, student support staff development, case management infrastructure, and family and community engagement in a district where half of all students are English learners.
Outcomes have held steady for two consecutive school years under fully normalized conditions, a sign that the district has internalized the model. The work is designed to build capacity that persists.
